abstract The present invention provides a fine particle manufacturing device and a fine particle manufacturing method that can control the particle size of the fine particles and can efficiently mass-produce fine particles with good particle size uniformity. The device for producing microparticles has: a raw material supply part that supplies raw materials for the production of microparticles into the thermoplasma flame; a plasma flame generator that generates a thermoplasma flame inside and uses the raw material supplied by the raw material supply part to use the thermoplasma flame The mixture is evaporated to form a gas phase state; and a plasma generating part, which generates a thermal plasma flame inside the plasma flame generating device. The plasma generating unit has: a first coil surrounding the plasma flame generating device, a second coil disposed below the first coil and surrounding the plasma flame generating device, and a first coil that supplies high-frequency current to the first coil. A power supply unit and a second power supply unit for supplying an amplitude-modulated high-frequency current to the second coil. The first coil and the second coil are arranged side by side in the longitudinal direction of the plasma flame generator.
