abstract An objective of this invention is to provide an organic resin covered metal plain material in which the organic resin film is hardly to be film-likely peeled off during processing. An organic resin covered metal plain material for achieving the above objective has a metal plain material and an organic resin film disposed on a surface of the metal plain material, wherein the organic resin film includes a urethane-based resin having a structural unit derived from a polyisocyanate compound and a structural unit derived from a polyol compound, the tensile breaking elongation thereof is 10% or less nwhen the film thickness is 100 μm, and the film thickness thereof is 0.2 μm or more and 5.0 μm or less.
