The invention relates to a method for manufacturing a semi-interpenetrating polymer network type composite, which is characterized in that a polyurethane (A), a hydrophilic acrylic monomer (b1), and a hydrolyzable silicon-based acrylic monomer are used. The polymer (B) of the polymer (b2) is mixed and the aforementioned polymer (B) is crosslinked. The hydrophilic acrylic monomer (b1) preferably contains an acrylic monomer (b1-1) having an amidino group and an acrylic monomer (b1-2) having an oxyethylene group. The polymerization ratio (mole) of the acrylic monomer (b1-1) having an amidino group, the acrylic monomer (b1-2) having an oxyethylene group, and the acrylic monomer (b2) having a hydrolyzable silicon group.
