The present invention provides an active energy ray-curable composition capable of forming a hard coat layer having both a high refractive index and a high antistatic property, and a film using the same. The present invention uses an active energy ray-curable composition containing a high refractive index polymerizable monomer (A) having a refractive index of 1.55 or more, a polyfunctional polymerizable monomer (B), an alicyclic structure, and a quaternary ammonium salt. Resin (C) and organic solvent (D). Further, the resin (C) is an active energy ray-curable composition of a polymer using a polymerizable monomer having an alicyclic structure of 5 to 40% by mass as a raw material.
