abstract A tobacco rod comprising a wrapper defining a tobacco rod cavity having an open end and an open end region adjacent the open end. A tobacco cut filler is disposed within the tobacco rod cavity to form a tobacco rod. A binder is disposed on the tobacco cut filler at the open end region. The open end region of the wrapper is hydrophobic due to the hydrophobic groups covalently bonded to the wrapper.
