abstract A substrate (1) for a light-emitting element, said substrate having a substrate body (11), a first internal conductor layer (12), and a second internal conductor layer (13). Said substrate body (11) has a first principal surface (11a), on which a light-emitting element is mounted, and a second principal surface (11b). The first internal conductor layer (12) is disposed inside the substrate body (11) and extends in the thickness direction from the first principal surface (11a) without reaching the second principal surface (11b). The second internal conductor layer (13) is disposed inside the substrate body (11), extends horizontally, and is connected to the first internal conductor layer (12). Furthermore, the second internal conductor layer (13) is formed at a position such that the distance between said second internal conductor layer and the second principal surface (11b) is 5% to 60% of the distance between the first principal surface (11a) and the second principal surface (11b). The horizontal area of the second internal conductor layer (13) is at least 200% of the horizontal area of the first internal conductor layer (12).
