abstract |
An insulating coating film is provided on the surface of an electromagnetic steel sheet, wherein the insulating coating film comprises a mixture composed of a phosphoric acid metal salt and a specific organic resin or a mixture composed of colloidal silica and a specific organic resin and a copolymer of a fluoroolefin and an ethylenically unsaturated compound mixed with the mixture in an amount of 0.5 to 10 parts by mass in terms of solid content relative to 100 parts by mass of the mixture in terms of solid content. In this manner, an electromagnetic steel sheet having good corrosion resistance under wet environments and good properties associated with the insulating coating film, such as occupancy and adhesion properties, can be produced. |
