Disclosed is a chromium-free finishing agent which is used for forming an overcoat on an antioxidant layer which is provided on a base material. The finishing agent contains an aluminum-containing substance which is in at least one form selected from cations, a salt thereof and a coordination compound thereof; a zinc-containing substance which is in at least one form selected from cations, a salt thereof and a coordination compound thereof; a chelating agent which is capable of forming a coordination compound together with aluminum ions; and a coating film-forming substance which is a chemical substance containing a first element selected from the group consisting of P, Mo, W, Ce, Mn, Si, Ti, Zr and V. The finishing agent preferably contains citric acid as the chelating agent, and may additionally contain an organic binder. |
