abstract To provide an electromagnetic wave absorber that has high electromagnetic wave absorbing characteristics with respect to a broadband electromagnetic wave including a low-frequency electromagnetic wave, and has achieved a thinner film and lighter weight, and to provide an electromagnetic wave absorbing method. The electromagnetic wave absorber 1 is shaped of a complex comprising a combination of a base material 2 that is formed of a highly dielectric material and has a cubic shape, and a filler 3 that is formed of a highly magnetic material and filled in each hole 4, 5, 6 formed in three directions within the base material 2. The highly dielectric material and highly magnetic material are three-dimensionally continued to one another.
