abstract When video images are processed by applying temporal or spatial interframe prediction encoding to each divided area, and generating a prediction image of a target area based on a reference frame of the target area and reference data which indicates a target prediction position of the target area in the reference frame, prediction reference data is generated as prediction data of the reference data. Reference data used when an already-processed area adjacent to the target area was processed is determined as prediction-reference-data predicting data used for predicting the reference data of the target area. Reference-area reference data is generated using one or more reference data items used when a reference area indicated by the prediction-reference-data predicting data was processed. The prediction-reference-data predicting data is varied using the reference-area reference data. The prediction reference data is generated using one or more items of the varied prediction-reference-data predicting data.
