The present invention provides a Cu-containing steel excellent in a surface quality which can avoid red-shortness caused by Cu during hot rolling, and provides a method for producing the same. This Cu-containing steel has oxide scale on the surface of the steel, and contains Cu-concentration (Ccu at 0.05 to 3 wt%), and also contains an amount of concentrated Cu (Ecu: μ g.cm<SP>-2</SP>), which is concentrated at the interface between oxide scale and the surface of the steel at per unit area, of less than 18.6 Ccu × d, where d is an effective steel thickness (mm) at a cross-sectional area of the steel divided by the total length of the cross-section. A production process of the steel comprises the steps of: heating the steel in a heating furnace under low oxygen content atmosphere condition for forming ustite scale layer only so that a melted Cu existing at an interface between oxide scale and the steel surface is vapourized or dispersed, or carrying out scale-removing treatment at least twice during a first hot rolling step after extracting the heated steel from a heating furnace. |
