abstract The invention relates to a measurement technique and can be used to measure the transient parameters of establishing the oscillation phase of high-frequency oscillators with high frequency stability. The aim of the invention is to improve the accuracy and reduce the measurement time. The meter contains mixers 1 and 8, synthesizers 3 and 4 frequencies, frequency comparator 4, standard 5 frequencies, dividers 6 and 9 frequencies, shaper 10 correction pulses, synchronizer 11, trigger 12, elements 13 and 17, counter 14, N connected in series delay elements 15, digital-to-analog converters 16 and 20, adder 18, converter 19 codes, input 21 and output 22 tires. The proposed meter allows to investigate transients of phase and frequency setting in highly stable oscillators with high accuracy and speed. 1 il.
