AB STRACT The present invention relates to a method of decoding a video signal comprising decodingmotion estimation region (MER) related information; deterrnining Whether a spatial mergingcandidate block is previously decoded; When the spatial merging candidate block is not includedin the same MER as a prediction block and is already decoded, deterrnining that the spatialmerging candidate block is an available merging candidate block for inter prediction of aprediction block; deriving motion prediction related information from the available mergingcandidate block; performing inter prediction of the prediction block based on a mergingcandidate list. At least one of neighboring blocks, included in the same MER as the predictionblock, is replaced With a block located outside the MER, a size of the MER being 8x8 and a sizeof the prediction block being 8x4 or 4x8.
