abstract FIELD: agriculture. n SUBSTANCE: regulator of plant growth and development is represented by the liquid fraction of the product of oxidative cracking of plant material wastes, obtained by treatment of vegetable waste with hydrogen peroxide in water with heating to 60-70°C at the mass ratio of hydrogen peroxide to the plant raw material waste of 1.1-1.3:1 in the presence of a catalyst based on trivalent iron oxide in the amount of 0.18-0.34% by weight with respect to the plant raw material waste in terms of Fe 3+ . The catalyst is prepared by stirring in water at 60-70°C the mixture of FeCl 3 ⋅6H 2 O and Na 2 CO 3 at the mass ratio FeCl 3 ⋅6H 2 O: Na 2 CO 3 = 2.5-4.5:1. The liquid fraction separated from the product of oxidative cracking of plant raw material waste after separating the solid cracking fraction by filtration or centrifugation is neutralised to the pH of 5.5-6.5 by treatment with sodium carbonate. The liquid fraction neutralised to pH 5.5-6.5 is diluted 10-fold and applied to the growing medium for agricultural crops. n EFFECT: invention allows to implement said purpose. n 4 cl, 7 tbl, 9 ex
