FIELD: chemistry. n SUBSTANCE: invention relates an article comprising a nonconducting substrate and a coating thereon, and can be used to produce membranes, filter components, ventilation components, lining coatings, textile materials, layered materials and sensors of diagnostic devices. The coating is made from a composition which contains a complex of an ionic fluoropolymer and a counter-ionic agent which contains surface-charged nanoparticles. The coating on the nonconducting substrate is obtained using several steps. Mixtures of an ionic fluoropolymer and surface-charged nanoparticles are prepared.
