Container inner chamber 20 has filler neck communicated therewith. Inner chamber has inner layer 22 of material to be diluted in the presence of selected solvent, and outer layer 24 to rest on inner layer, made of material insoluble in said selected solvent. Note here that inner layer may dilute in either hot or cold water and be made of polyvinyl alcohol. Outer layer may be made up of fragile outer wall bound with inner layer and made of water-insoluble material.
