abstract FIELD: manufacture of building materials. n SUBSTANCE: invention relates to blends of clinker-free slag binders used in manufacture of decorative cements as well as for mortars and concretes based thereon. Cement is based on granulated blast-furnace slag with degree of whiteness higher than 65% obtained by allowing slag melt to stand in ladles for 40-45% until granulation is completed. Cement further contains 15-20% of fine gas treatment dust from lime production used as alkali component, 3-6% of exhausted sand blend, in particular foundry process waste, and 3-5% of sulfate component (ammonium sulfate). Cement can be supplemented by pigment in amount 2-5% (above 100%), said pigment being a hardware production waste and having saturated brick color. n EFFECT: optimized composition and proportions of individual components ensuring maximum utilization of hydraulic and chemical activities of constituents, and eliminated negative phenomena caused by irregular changes of volume resulting in reduced strength and formation of salting-outs. n 4 cl, 5 tbl
