SUBSTANCE: aqueous polymer composition comprises, parts: water, 100; water soluble polymer, 6-33.8; polymer dispersing agent, 13-33.4. Water soluble polymer comprises 70-99 mass % of, at least, one water soluble monomer and 1-30 mass % of, at least, one hydrophobic monomer; average molecular weight of polymer is 10 6 dal.
