abstract | 1. A catalytic composition comprising (a) a chromium compound; (b) a ligand of the general structure RRP-N (R) -P (R) -N (R) -H, where R, R, R, R and R are independently selected from halogen, amino, trimethylsilyl, (C-C) alkyl, substituted (C-C) alkyl, aryl and substituted aryl, or any cyclic ligand derivative, wherein at least one of the P or N atoms of the PNPNH unit can also be a member of the cyclic a system that is formed from one or more constituent ligand compounds by substitution; (c) a modifier containing an organic or inorganic halide; and (d) activator or cocatalyst. 2. The catalyst composition of claim 1, wherein the chromium compound is selected from organic or inorganic salts, coordination complexes, and organometallic complexes Cr (II) or Cr (III), preferably CrCl (THF), Cr (III) acetylacetonate, Cr (III) octanoate , chromium hexacarbonyl, Cr (III) 2-ethylhexanoate, chromium benzene (tricarbonyl) or Cr (III) chloride. 3. The catalytic composition according to claim 1 or 2, in which the modifier is selected from ammonium or phosphonium salts of the type [HE] X, [HEP] X, [HER] X, [HER] X or [ER] X, where E = N or P X = Cl, Br or I, and R = alkyl, cycloalkyl, acyl, aryl, alkenyl, alkynyl, or the corresponding combined two, three or more units; HX or RX; preferably tetraphenylphosphonium chloride, tetraethylammonium chloride monohydrate, tetraethylammonium chloride, isopropylammonium hydrochloride, triethylamine hydrochloride, tetrapropylammonium chloride, tetra-n-butylammonium chloride, tetraethylammonium tetra-ethyl-d-butyldindechloride hydrochloride, benzoyl chloride and acetyl chloride. 4.
