The instrument of claim 1, further comprising an optical reflector located between the scintillator and the neutron shielding material. ! 3. The instrument of claim 2, wherein the optical reflector comprises a neutron absorbing material. ! 4. An instrument according to claim 2, further comprising an X-ray safety shield located between the neutron shielding material and the reflector. ! 5. The tool of claim 4, wherein the X-ray shielding comprises an outer layer of a high atomic number material and an inner layer of a medium atomic number material. ! 6. The tool of claim 1, wherein the neutron moderator comprises polyethylene. ! 7. The tool according to claim 1, in which the neutron shielding material comprises helium-3 gas, and wherein the tool further comprises at least one electrode located in the gas and made with
