(C) about 1 wt.% - about 25 wt.% Hydroxyl-containing organic compounds selected from the group consisting of monohydric, dihydric, trihydric and polyhydric alcohols, provided that when a monohydric alcohol is present, at least at least one is present one of tert-butyl alcohols, at least one C2-C4 alkylene glycol, or a mixture of both; ! (D) about 0.05 wt.% - about 10 wt.%, At least one emulsifier; ! in which the dispersed phase contains water-containing droplets having an average particle size of less than about 20 microns, and in which all amounts are expressed based on the total weight of the composition. ! 2.
