abstract | 1. A lotion treated substrate suitable for a cloth or towel, including! (a) cellulose fiber; and! (b) a lotion microemulsion that is substantially liquid at room temperature immobilized on a fiber in a semi-solid or solid state, where the lotion microemulsion includes a polar emollient, a non-polar emollient, a co-surfactant, and a nonionic surfactant. ! 2. The lotion-treated substrate of claim 1, wherein the lotion microemulsion is a substantially anhydrous microemulsion. ! 3. The lotion-treated substrate according to claim 1 or 2, where! a) the polar emollient includes a polar polybasic emollient selected from propylene glycol, glycol, glycerol, sorbitol, diethylene glycol, methylene glycol, polypropylene glycol and polyethylene glycol, and! b) the non-polar emollient is selected from linear chain aromatic or ester, Guerbet ester, mineral oil, squalane, squalene and medical paraffin oil. ! 4.
