abstract 1. An electrotransport system for introducing a biologically useful anion intended for electrotransport through a body surface, comprising: ! (a) a cathode reservoir containing biologically useful anions; ! (b) a cathode electrode for passing current through it to propel the biologically useful anions in the cathode reservoir, wherein the cathode electrode has cations with a maximum oxidation state and the cations are reduced from the maximum oxidation state to a lower oxidation state by electrotransfer without generating a halide at the electrode -ions that compete with biologically useful anions, and without generating gas in the cathode reservoir. ! 2. The system of claim 1 wherein the cation is an ion in the complex or a metal ion. ! 3. A system according to any one of claims 1 and 2, wherein the cation is an ion in the complex compound and the electrode can provide a stable current and voltage for a discharge capacity of at least 2 mAh/cm2. ! 4. The system according to any one of claims 1 and 2, in which the cation contains cobalt. ! 5. The system according to any one of claims 1 and 2, wherein the cation is cobalt (III) in the maximum oxidation state. ! 6. The system according to any one of claims 1 and 2, wherein the cation is a metal ion that is immobilized on a porous polymer substrate on an electrode. ! 7. The system according to any one of claims 1 and 2, wherein the cation is a metal ion selected from the group consisting of zinc, cobalt, iron and copper ions. ! 8. The system according to any one of claims 1 and 2, wherein the cation is an ion immobilized in a polymer having a negative charge. ! 9.
