A biocompatible, biodegradable, water-absorbing composite polymer material (WAHM) having a three-dimensional structure, characterized in that it has intermolecular covalent bonds and free functional groups selected from OH, SH, NH, and COOH, and is formed by a cross-polymer-polymer interaction reaction between natural a water-soluble polymer or its derivatives and a synthetic polymer at a ratio of the latter to the total mass of a dry mixture of these polymers from 1 to 50%, while the natural polymer is selected from an amphoteric reagent, a partially denatured or chemically modified natural polymer with a molecular weight of 20,000-300,000 D, dissociating in water with the formation of anions and cations and capable of entering into reactions of cross polymer-polymer interaction, and the synthetic polymer is a linear or branched reactive synthetic copolymer obtained from vinyl and ethylenically unsaturated monomers, with a molecular 50000-500000 D and with polymer units R and R, where R is a unit covalently bonded to the main polymer chain, n represents that it has non-reactive chemical functional groups and r represents that it has reactive chemical functional groups.
