(B) CAPACITY DATA INCLUDES ONE OR MORE FLAG (S) TRANSMITTED FROM (b), AND (a) USING ONE OR MORE FLAGS TO SELECT APPLICATIONS THAT WILL BE AVAILABLE FOR ACCESS BY (b).
