abstract A method of preparing a transdermal drug delivery system comprises: a) dissolving a pharmaceutically active substance in a solvent comprising one or more skin penetration enhancers to form a solution of active substance in the skin penetration enhancers at a concentration less than saturation; b) mixing the resultant solution with an adhesive in the form of an aqueous solution or dispersion; c) forming the mixture obtained in step b) into a film on a release liner or backing sheet and d) drying the film at a temperature less than the boiling point of the skin penetration enhancer or enhancers used as solvents in the dissolution step a). The skin penetration enhancer can be crotamiton or diethyltoluamide.
