A process to modify carbohydrates by reacting with hydroxyl radicals. Hydroxyl radicals may be formed by the photoreaction of water, peroxide or other suitable chemical substance containing hydroxyl, or by electrochemical decomposition of water, peroxide and other suitable chemical substance containing hydroxyl.
