The preparation of a complex which provides a sustained release of chlorine dioxide, wherein the hydrophilic and hydrophobic material is substantially free of water and the hydrophilic material containing amine and base is mixed with the hydrophobic material containing an acid releasing agent to form a mixture Way. The mixture is exposed to chlorine dioxide which reacts with the amine to decompose by the base to form iminium chlorate in the hydrophilic material. Hydrophilic materials are capable of releasing chlorine dioxide during the hydrolysis of acid-borne agents. |
