abstract The present invention comprises the steps of preparing a raw material solution containing a radioactive metal-based salt and an amine-based compound; a first curing step of contacting the radioactive metal-based compound-containing droplets formed from the raw material solution with ammonia gas; a second curing step of contacting the surface of the radioactive metal-based compound-containing droplet obtained in the first curing step with ammonia water spray; and a gelation step of passing the radioactive metallic compound-containing droplets obtained in the second curing step through an aqueous ammonia solution; a receiving unit for receiving; a first curing unit for contacting the radioactive metal-based compound-containing droplets formed from the raw material solution with ammonia gas; a second curing unit for contacting the surface of the radioactive metal compound-containing droplet obtained in the first curing unit with ammonia water spray; and a gelation tank for accommodating an aqueous ammonia solution for gelling the radioactive metal-based compound-containing droplets obtained in the second curing unit.
