The present invention comprises the steps of preparing a bulk graphite-type polymer by polymerizing a precursor containing sulfur and nitrogen elements; After mixing the bulk graphite-type polymer and the metal powder in an inert gas atmosphere, heat treatment at a temperature higher than the melting point of the metal; and washing the heat treatment product with an acid, a method for producing a sulfur and nitrogen double doped highly graphitic porous carbon body, a sulfur and nitrogen double doped highly graphitic porous carbon body prepared accordingly, and a fuel cell comprising the same and/or a water electrolysis reaction electrode catalyst. |
