The phosphor substrate of the present invention is a phosphor substrate on which at least one light emitting element is mounted on one surface, and an insulating substrate, an electrode layer disposed on one surface of the insulating substrate and bonded to the light emitting element, and disposed on one surface of the insulating substrate and a phosphor layer containing a phosphor whose emission peak wavelength is in the visible region when the light emission of the light emitting element is used as excitation light, wherein the surface of the electrode layer facing outward in the thickness direction of the insulating substrate is flat , at least a part of the phosphor layer is disposed around a portion of the electrode layer that is bonded to the light emitting element. |
