abstract An object of the present invention is to provide a driving circuit and a method of manufacturing the driving circuit that suppress the destruction of the semiconductor device by ESD during manufacturing. By electrically connecting with a semiconductor element in the driving circuit, and providing a protection circuit in the driving circuit, simultaneously forming a transistor to be a semiconductor element in the driving circuit and a transistor forming a protection circuit in the driving circuit, to ESD during manufacture of the driving circuit This suppresses the destruction of the semiconductor element. In addition, the leakage current of the protection circuit is reduced by using an oxide semiconductor film for the transistor forming the protection circuit in the driving circuit.
