abstract The present invention relates to improving activity as a catalyst for an oxygen reduction reaction by generating oxygen deficiency using nickel-cobalt oxide having good electrochemical activity among transition metal oxides having a spinel structure, and in detail, a hydrothermal synthesis method Provided is a method for generating oxygen deficiency in a nickel-cobalt oxide structure by performing a partial reduction reaction under a mixed gas atmosphere in which hydrogen and an inert gas are mixed at a certain ratio of a nickel-cobalt oxide having a spinel structure synthesized using the same. The nickel-cobalt oxide having oxygen deficiency according to the present invention has an improved ability of adsorbing hydroxyl groups at the catalyst surface than the conventional nickel-cobalt oxide, which increases electrochemical activity and is useful as a catalyst for oxygen reduction.
