According to the present invention, it is possible to provide a water-soluble coating agent for forming a fuel rod with a degree of strength and durability of a coated film which is easy to form and remove, and which does not differ from the strength and durability of a conventional Lacquer (nitrocellulose) (Nitrocellulose) can be substituted for the existing lacquer, the coating removal process is easier than the existing method, and the work safety is improved, and the work environment and the work safety are released.
