[MEANS FOR SOLVING PROBLEMS] An apparatus (1) for producing hydrogen and synthetic natural gas, comprising: a synthesis natural gas producing apparatus (2) for producing synthetic natural gas from hydrogen and carbon dioxide by a reaction and a methanation reaction; (3) for producing hydrogen from a hydrogenated aromatic compound. In order to utilize the heat of the methanation reaction, which is an exothermic reaction, in the dehydrogenation reaction, which is an endothermic reaction, heat is supplied from the natural gas producing apparatus to the hydrogen generating apparatus .
