Disclosed is a cerium oxide cerium powder having an average particle size of less than 20 占 퐉, a petal cerium oxide cerium powder as an aggregate thereof, and a process for producing the cerium oxide cerium powder. Also provided is a process for producing High cosmetic effect, high ultraviolet shielding effect, and excellent feeling. (Solution) The aqueous solution containing cerium nitrate, cerium nitrate, sodium hydrogencarbonate or sodium carbonate and water is adjusted so that the molar ratio of carbonate ion to sediment ion is in the range of 1.5 to 5, and the temperature of the aqueous solution is adjusted to 0 to 40 Cerium carbonate particles are precipitated from the aqueous solution and further calcined to obtain cerium oxide particles having an average particle size of less than 20 mu m and an average aspect ratio of 2 to 80 and cerium oxide cerium oxide particles as an aggregate thereof. |
