The method for producing a hot-rolled steel sheet excellent in workability according to the present invention comprises 0.001 to 0.005% of carbon (C), 0.05 to 0.3% of manganese (Mn), 0.001 to 0.020% of phosphorus (P) (B), 0.01 to 0.05% vanadium (V), the balance iron (Fe), and other unavoidable elements, such as aluminum (Al) 0.01 to 0.07%, nitrogen (N) 0.001 to 0.004% Characterized in that the hot-rolled steel sheet made of steel containing impurities is subjected to a surface treatment so that the strain ferrite structure occupies 3 to 10% in the thickness direction.
