abstract PURPOSE: A light emitting device and a light emitting device package are provided to improve optical efficiency by not scattering the light emitted from an active layer on the bottom surface of a substrate. CONSTITUTION: A light emitting device includes a substrate, a first conductive semiconductor layer(122), an active layer(124), and a second conductive semiconductor layer(126). The second conductive semiconductor layer is formed on the substrate. The active layer is formed on the first conductive semiconductor layer. The second conductive semiconductor layer is formed on the active layer. The bottom surface of the substrate has surface roughness(RMS) which is less than 1/10 of the wavelength of the light emitted from the active layer.
