The present invention relates to a method for producing a visible light-activated spherical carbon-based porous material, and more particularly, titanium ion, which is a photoactive catalyst, is supported by an ion exchange method on an ion exchanger of a strong acid cation exchange resin, and then transferred. The present invention relates to a method of manufacturing a visible light activated spherical carbon-based pore material (Ti-M-SCM) by further supporting metals in an ion exchange resin and then heat-treating them. The visible light activated spherical carbon-based pore material according to the present invention is visible light. It has optical activity in the light wavelength range extended to the region and has a shape, size and intensity suitable for application to commercialization systems, and thus can be useful as a photocatalyst and an adsorbent for removing organic pollutants in a wide wavelength light region.
