It relates to a 3-amino-2,6-dichloropyridine derivative represented by the following formula (1) or a pharmaceutically acceptable salt thereof having excellent activity of promoting bone formation by increasing the concentration thereof and the use thereof. The 3-amino-2,6-dichloropyridine derivative represented by Formula 1 according to the present invention is effective in stimulating bone formation by increasing the activity of Runx2, which is a transcription factor necessary for bone formation, to induce bone formation.
