The present invention relates to a gene carrier comprising nanoparticles. More specifically, (a) nanoparticles; (b) oligonucleotides as universal binding parts covalently linked to the nanoparticle surface; And (c) (i) a complementary oligonucleotide as a binding counter-partner comprising a sequence complementary to said binding partner, and (ii) an inhibition having a sequence complementary to a target gene to reduce expression. It relates to a gene carrier comprising a cargo (cargo) comprising an inducing molecule having the sequence of the molecule (inhibitory molecule) or the target gene to induce expression. The present invention is a system capable of easily transporting DNA and RNA having sequences of aptamers, siRNAs, shRNAs, miRNAs, ribozymes, DNAzymes, PNAs or genes as well as antisense oligonucleotides into cells.
