A heating member employing a resistance heating layer and a fixing device employing the same are disclosed. The disclosed heating member is a surface heating method in which a resistance heating layer is provided on an outer circumferential surface of a load support, and electricity is supplied to both the inner circumferential surface and the outer circumferential surface of the resistance heating layer to conduct electricity in the vertical direction of the resistance heating layer. |
