The present invention includes at least one oxidizing agent that produces free radicals when in contact with water and an active agent, wherein the pH is about 2 to 8; A plurality of particles having a surface and comprising at least one active agent selected from ions or compounds consisting of Cu, Fe, Mn, Ti or mixtures thereof disposed on the surface, at least a portion of the surface comprising a stabilizer . Preferred stabilizers are selected from inorganic oxygen containing compounds of B, W, Al and P, such as borate, tungsten, aluminate, and phosphate. The active agent is preferably an ion of Cu and Fe. Surprisingly, 0.2 pm to 12 ppm of active agent is useful if the active agent-containing particles are suspended in the fluid as a slurry. Advantageously, certain organic acids, and especially dihydroxyl enolic acid, are added at less than 4000 ppm. Advantageously, the active agent is coated on the abrasive particles after the particles are coated with the stabilizer. |
