abstract The present invention relates to a material comprising a substrate having a coating consisting primarily of titanium oxide covered with a thin hydrophilic layer. The aforementioned thin hydrophilic layer forms at least a portion of the outer surface of the material and does not include titanium oxide. The present invention relates to a method of using the agent to prevent the deposition of inorganic contaminants on the outer surface when there is no water runoff.
