After treatment, the acid is treated to adjust the pH to 2 or less to extract fulvic acid from the corrosive, and then the aqueous solution of fulvic acid is subjected to electrolytic oxidation treatment with an oxidation reduction potential (ORP) of about +700 to +1100 mV.
