abstract According to the present invention, there is provided a flame retardant that can impart excellent flame retardancy to a polyester fiber product without using a halogen flame retardant. This flame retardant is a nonionic surfactant or anionic interface comprising 1,4-piperazindiylbis (diarylphosphate), at least one phosphoric acid amide selected from diarylaminophosphate and aryldiaminophosphate as a flame retardant. It is made by disperse | distributing to a solvent in presence of an active agent.
