abstract The present invention relates to an emulsion composition for hypoallergenic cosmetics. In particular, the present invention relates to a hypoallergenic cosmetic composition which does not include emulsifiers and has excellent phase stability and usability, and does not cause skin irritation, and includes polyacrylamide compounds, hydroxypropyl cyclodextrins, and rye extracts. It provides a hypoallergenic cosmetic emulsion composition containing 0.1 to 1.0: 0.1 to 3.0: 0.1 to 5.0 by weight.
