The present invention provides an ion exchange membrane and a method for producing the same. The membrane has a porous film having pores having an average pore diameter of 0.01 to 2 µm and a surface layer present on at least one side of the porous film.n n n The pores of the porous film layer are filled with an ion exchange resin and the surface layer comprises (a) an inorganic filler having an average primary particle longest diameter of at least 0.1 times the average pore diameter of the pores of the porous film and 50 μm or less, and (b) an ion exchange resin.
