abstract The present invention provides nucleic acid molecules isolated in the 5 ′ nontranscriptional region of the Arabidopsis translational regulatory tumor protein (TCTP) gene. Nucleic acid molecules referred to as TCTP promoters in the present invention regulate the reporter genes to be appropriately arranged and expressed at high levels. TCTP promoters initiate and regulate gene expression at levels comparable to those currently available in plant genetic engineering. At least 300 base sequence regions are sufficient for complete regulatory activity. TCTP promoters have the highest activity in rooted meristems and function in all tested plant tissues. The present invention can be used to express high levels of useful genes in agriculturally important plants.
