The present invention relates to a water-soluble layered diaphragm sheet composed of chitosan in which chitosan thin films are arranged neatly. The present invention forms a chitosan diaphragm sheet forming a layered lamellar structure in the vertical, horizontal and oblique directions in the process of dissolving chitosan in a weakly acidic liquid phase and extracting and solidifying the same. It is possible to apply various drugs, especially when applying liquid medicine, it can be used as a material that has excellent pharmacological property that the drug is supplied smoothly according to the principle of capillary and the drug collection ability is dramatically imposed. It can be used as a chitosan raw material that shows rapid and complete dissolution in water in industry.
